Sanitary Bins

Yes. The Workplace (Health, Safety and Welfare) Regulations 1992 require that suitable means of disposing of sanitary dressings are provided in toilet rooms used by women. A sanitary bin is required in every toilet cubicle that may be used by female staff or visitors. The absence of sanitary bins is a legal compliance failure and may be raised during HSE inspection.

For managed service bins, the service provider determines the collection frequency based on usage/ For in-house managed bins, empty and reline weekly as a minimum, more frequently in high-use washrooms. A bin that is full but not emptied is both a hygiene issue and a poor user experience. In very busy washrooms, check bin levels during daily cleaning rounds.

A managed service provides bins under contract, the provider collects and replaces sealed units on a schedule, handles waste disposal, and provides compliance documentation. Buying bins outright requires in-house emptying, liner replacement, and arranging appropriate waste disposal. Managed services cost more per bin per year but remove internal handling and compliance management. In-house management is lower cost but requires procedures, training, and a waste contractor relationship.

Foot-pedal operation is not a legal requirement but is the strongly preferred standard in commercial washrooms. A foot-pedal bin allows hands-free opening, maintaining hand hygiene during disposal. Manual-lift lid bins require hand contact with the bin lid, an unhygienic requirement that also reduces willingness to dispose of waste correctly. Specify foot-pedal or sensor-operated bins for all commercial washroom installations.

One bin per cubicle is the requirement, not one bin per washroom. Every cubicle that may be used by female users needs its own bin. A multi-cubicle washroom requires a bin in each cubicle. A single-cubicle accessible toilet that may be used by any gender requires a sanitary bin. Providing one bin in the general washroom area outside cubicles does not meet the requirement.

Transgender men, non-binary individuals, and others who menstruate may use male-identified washrooms. Providing sanitary bins in all single-occupancy cubicles and accessible toilets regardless of gender designation is best practice and increasingly the standard recommendation. Gender-neutral washrooms must have sanitary bins in all cubicles.

Sanitary waste is classified as offensive/hygiene waste. It must be double-bagged in tiger-stripe bags (yellow with black stripes), handled with PPE, and collected by a licensed waste contractor as offensive waste, not general domestic waste. Retain waste transfer documentation for each collection. Do not mix sanitary waste with general refuse or food waste streams.

Persistent odour from a sanitary bin indicates either insufficient emptying frequency, inadequate liner use, or a bin that needs cleaning. Ensure liners are changed with every emptying and the bin body is sprayed with a disinfectant or antibacterial spray after relining. Scented liners and disposal bags help at the point of use.
