For facilities with open toilet roll holders where rolls sit exposed in the cubicle, individually wrapped rolls maintain hygiene before use. For facilities using lockable dispensers where rolls are loaded directly into a sealed unit, unwrapped bulk rolls are more economical and the packaging provides no hygiene benefit. Most large commercial facilities with proper dispenser provision buy unwrapped.

2-ply is the standard for most commercial applications and balances cost, softness, and performance well. 3-ply is used in premium hospitality and healthcare settings where user comfort is a priority. 1-ply is the lowest cost option and suits very high-volume or budget-constrained applications where softness is secondary to cost. Avoid specifying 1-ply in customer-facing washrooms where it negatively impacts user perception.

Lockable dispensers are the most effective solution, they prevent removal of the roll from the dispenser and only expose the leading edge of paper. Mini-jumbo and jumbo roll dispensers are particularly effective as the rolls are too large to conceal and remove. Standard household-size rolls in open holders are most vulnerable to theft. For public-facing washrooms, lockable dispensers are standard practice.

For standard open toilet roll holders, any roll of compatible diameter will work. For controlled dispensers, jumbo, mini-jumbo, twin-roll, or system toilet roll formats, the roll must match the dispenser specification. Rolls that are too wide, too narrow, or have the wrong core diameter will not dispense correctly. Record your dispenser models and buy compatible rolls.

FSC-certified products made from virgin pulp from sustainably managed forests are an alternative for operations where recycled paper texture does not meet user expectations.
